Not really.  The FILTER protocol was essentially designed as an
out-of-band mechanism.

Propagation of FILTER commands would lead to a point of diminishing
returns.  If you start propagating the FILTER commands (which is
technically feasible), then you'll eventually reach a point where FILTER
commands and cancel messages will be arriving about the same time.
