The draft seems to suggest that it occurs whenever an article is

The problem with a seperate connection is that feeds may not quite
work that way. Right now, it isn't unusual to have things like:
--> ispinfeed --> ispoutfeed

Sometimes ispoutfeed is feed using the INN SLAVE feature.
Now, which host does the customer news box connect to? Obviously,
ispoutfeed. Sometimes the feeds are split based on hierarchies, so
one winds up contacting multiple feed machines for cross posted
articles. Not a big deal, but something that needs to be clear.
