nntp-extensions List Policy Change

Because of the many abuses of this list by spammers, I have changed the posting
policy to this list such that only those
on the "nntp-extensions-post" list can actually send mail to the nntp-extensions
list. All current subscribers to nntp-extensions are also on the
nntp-extensions-post list.
